After his multiple memorial gestures, Emmanuel Macron is once again trying to rally the diasporas. As revealed in a note dating from last December revealed by Opinion This Friday, the President of the Republic would like to create a High Commission for Diversity and Diasporas in France.
Although he has not yet officially announced the project, the head of state has raised the idea with his teams. “We want to mobilize our diasporas even more. The African partnership is key”he told the ambassadors gathered at the Élysée. According to the tenant of the Élysée, “we must complete this work in 2026, with a much more ambitious policy on our diasporas.”

Around thirty people could compose this council and a list “indicative and not exhaustive” is already circulating. It is possible to find personalities from the political, intellectual, artistic or sporting spheres: Lilian Thuram, Isabelle Giordano, Najat Vallaud-Belkacem, Christiane Taubira, Pap Ndiaye, Simeng Wang, Teddy Riner, Leïla Slimani, Achille Mbembe, Dany Laferrière, Amel Bent, Lionel Zinsou…
Concerning the proposals, some should plead to further promote diversity within the national representation. This could be the case in the administration, not yet representative, according to the president, of the “true face of France”. Emmanuel Macron reportedly plans to set up this new council before the “Africa Forward” summit in Nairobi, during which he will meet African leaders on May 11 and 12. It is also a way of responding to American policy. The note assumes this straightforwardly: the aim is to “counter the Trumpian vision of Europe and the war of civilizations that is brewing”.
